feat: 预置 sing-box 到 Gitea Release，一键优先本地下载

- amd64/arm64 整包 + armv7 分片上传 Release bin-v1.11.7
- fetch: Gitea 整包/分片 → git.86482425.xyz → 直连 GitHub
- publish-binaries-to-gitea.sh 支持大文件自动分片
