fix: harden HeroSMS phone activation fallback

- 合并 PR #156 的核心改动:为 HeroSMS 取号增加最低价查询、NO_NUMBERS 到 getNumberV2 的回退和 getStatusV2 验证码轮询。
- 本地补充修复:保留 V2 activation 的 country/statusAction fallback 元信息,并修正可复用 V2 测试前置国家配置。
- 影响范围:background phone verification flow、phone verification tests。
